Put every team that doesn't make the 2nd round of the playoffs into the lottery (a lottery of 22 picks) with even odds. If a team doesn't make the 2nd round of the playoffs, they're probably at least one piece away from contending anyway and it's not bad for the competitiveness of the league if a solid but not great team gets a high draft pick.
Your on the right track, Daniel. All teams with the exception of top 4 make the lottery evenly. 5 lottery picks, then order draft based upon record for the remainder of the picks. Risk of best player going to a good but not great team is possible, but low. Also, the best players in the draft have a chance to go to decent team. Bad teams still benefit to an extent by securing a solid pick (6-12, etc). Maybe add a rule that if you secure a lottery pick two years in a row, you are excluded form the lottery for the next year. In this scenario, very little reason to tank

I've not seen it suggested, but someone probably has, why not a three-year rolling win % and stack them that way?
